Interview with council help with things i need to take?

Me and my boyfriend have an interview with our council to apply for a place for us to live. It say's we need a disabled badge as part of proof that my boyfriends type 1 diabetic he has an emergency contact card with my contact details on it and he has a medical exemption card. Could any of these be used?
